![]() ![]() ![]() The County Personnel and Civil Service Department is responsible for developing and administering a comprehensive personnel management system. The Steuben County Office for the Aging has been designated by the State of New York to plan and coordinate services to meet the needs of our county's older residents. The County Attorney is the Chief Legal Officer for the County in all civil matters. The County Historian is responsible for collecting and preserving materials pertaining to the county's history. The Steuben County Finance Department operates a public office, in compliance with governing law and regulations, to collect delinquent property taxes, manage and invest County funds, maintain banking and financial relationships, oversee County debt, administer County accounting systems and various financial reporting, facilitate County payroll and benefits, and make vendor payments, all while seeking financial and technological enhancements and efficiencies. The position of County Manager was created in 2013 with the adoption of the Steuben County Charter. All Court employees are employed by the State of New York. The Court system is administered by the Unified Court System which is a New York State Agency. Under New York law, each county outside New York City has a County Court, Family Court, Supreme Court and Surrogate’s Court, with one or more judges elected for ten-year terms. The County Clerk also maintains judgment dockets and records of monies paid or ordered to be paid into Court. The Steuben County Conflict Defender’s Office was established to provide legal representation to individuals that are “financially unable to obtain legal counsel without a substantial hardship” in the Criminal Courts where there is a conflict of interest with the Public Defender or numerous co-defendants.
